　　该局局长巴德 · 阿尔萨艾德告诉英国媒体，他打算加快投资局的决策速度，以充分抓住美国次贷危机带来的机会。但他说： “ 我们认为现在（美国资产）价格下降得还不够低。 ”

　　科威特投资局创立于 1960 年，致力于实施灵活的、专业化的、适应国际市场变化的分散投资策略。其投资构成中，房地产基金占 34% ，直接投资基金占 17% ，股票基金占 38% ，债券基金占 11% 。科威特投资局的资金流向受到该国议会监督，并不遵循王室的意愿。
